Twitter lists aren't just a fixed group of users, in fact, they are the curated group of Twitter users linked to your Twitter profile. These lists allow you to organize the people you're following and not following into groups.
Types of Twitter Lists
You can either create your own Lists or subscribe to Lists created by other users on Twitter.
You can create two types of lists:
Lists that are created for internal purposes and can only be seen by you. You can create a list of your competitors to keep track of their Twitter engagement, you can add them to your private list. The Twitter users in a private list are not notified about the same.
Lists that are open on Twitter and can be viewed and subscribed to by anyone on Twitter. In addition, when you add someone to a public list, they’ll be notified about it.
You can read the official documentation about Twitter Lists here.

Under a specific list in the column, you can view the List Name, its Owner and further the list of members and its subscribers as well. You would also get an option to delete any list you own or leave any list you have subscribed to or are a member of.
